Admission and Graduation

Admission Policy

Prospective companies are to submit their application form 14 days before the next Steering Committee (SC) meeting. SC meeting is scheduled every month and submission after this deadline will result in their application be tabled in the subsequent SC meeting. Prospective companies must pass an admission process and will receive significant benefits upon admittance into the MTDC Technology Centre. Generally, the application process involves three phases which takes an average of 4 weeks to complete. The process starts upon receiving an application form together with letter of intent, detailed business plan and other supporting documents. The applications will be evaluated by phase based on the following schedule.


General Admission/Entrance Policy

  • Company incorporated under the Companies Act 1965
  • A subsidiary of a multinational company may be considered
  • To encourage collaboration with local university or research institution
  • Must be in operation for at least 3 months
  • Minimum paid up capital of RM 20,000
  • Must be technology-based Business Company
  • Credible management team
  • Company operates from one of the Priority Technology Clusters
  • Company will be required to provide data to MTDC


Admission/Entrance Policy for MSC Status Company (UPM-MTDC Technology Centre)

  • The company must be incorporated in Malaysia under the Companies Act 1965 within the past two (2) years.
  • The company cannot be preparing for a corporate exercise or Initial Public Offering within the next 1 or 2 years.
  • The company cannot be involved in the following activities:- (a) Pure manufacturing / assembly activities (b) Trading activities
  • The company should posses all relevant approvals and licensing requirements from the relevant authorities accrediting its MSC status.
  • Minimum paid up capital of RM 20,000
  • Credible management team
  • Clear and defined business vision.
  • Operates in a legal and ethical manner, complying with all such statutory, regulatory and/or licensing requirements as may be applicable including company formation and protection of intellectual property rights.
  • Company will be required to provide data to MTDC

Graduation Policy

Companies may be graduated from the Technology Centre Program if MTDC determines the company has met two or more of the following conditions:

  • The business reaches the maximum allowable stay in terms of a specific time limit, as determined by MTDC.
  • Space requirements of the business exceed incubator capacity.
  • Companies reach/achieve their tenure/milestone.
  • Companies listed/bought over by big company
  • Garage unit/program to enterprise unit.
  • Enterprise unit to other places outside incubator.
  • The business no longer needs or uses incubator business assistance services.



Tenant Termination/Exit Policy

Tenants will be terminated from the Technology Centre for:

  • Non-payment of rent and/or services fees
  • Violations of lease and/or services agreements
  • Failure to provide regular updated company information, including quarterly financials
  • Failure to meet growth objectives and milestones


The prospect of failing to "graduate" is also a feature of the termination/exit policy for MTDC Technology Centre and, conversely, rapid expansion of tenant businesses may necessitate "graduation" to larger premises outside the incubator.


Exit Interview

The graduation process will include a formal exit interview. Input for improving the incubation process will be solicited. The graduate will also be asked to sign a release form seeking their cooperation to continue providing the MTDC Technology Centre with information on their company for purposes of evaluation, marketing and database management.
